Iraqi first deputy parliament speaker Adnan Faihan on Monday called on Baghdad to stop transferring funds to Erbil until outstanding financial obligations are settled, warning that any transfers made without a legal settlement could lead to parliamentary and legal accountability.

ERBIL, Kurdistan Region of Iraq – Iraqi first deputy parliament speaker Adnan Faihan on Monday urged the federal government to halt financial transfers to the Kurdistan Regional Government (KRG) until a full settlement is reached over outstanding non-oil revenues owed to Baghdad.

 

“Any action that violates these provisions will make the government fully responsible and subject it to legal accountability by the parliament and its presidency,” Dulaimi said in a statement.

 

Dulaimi said the previous federal government transferred funds equivalent to five months of salaries to the Kurdistan Region in 2025 despite not receiving the non-oil revenues required under Budget Law No. 13.

 

He also accused it of reducing revenue obligations outlined in a “joint audit report and continuing transfers without completing the legally required settlement process.”

 

According to Dulaimi, the KRG was required under the 2023 budget law and a 2025 agreement with Baghdad to transfer 391 billion Iraqi dinars in non-oil revenues each month. He said a later agreement reduced the amount to 200 billion dinars monthly, but the KRG did not comply.

 

Dulaimi said a new agreement reached at the end of 2025 set the monthly payment at 120 billion dinars, with a 10 percent annual increase, bringing the amount due in 2026 to about 132 billion dinars.

 

He added that while Baghdad continued paying salaries and meeting its commitments, the Kurdistan Region transferred only between “40 billion and 50 billion dinars per month, well below the agreed figures.”

 

A KRG delegation has been in Baghdad in recent days to hold talks with Iraqi officials regarding a number of financial disputes between Erbil and Baghdad.

 

The New Region understands that the Kurdish delegation is set to push for reducing the monthly amount sent in non-oil revenues.
