ERBIL, Kurdistan Region of Iraq – Kurdistan Region-based Korek Telecom said on Monday that an Iraqi court had overturned the Communications and Media Commission’s (CMC) decision to unilaterally cancel the financial settlement agreement between the two parties, ruling that the terms of the contract remain “valid”.

Korek Telecom has been embroiled in a legal dispute with the CMC since November 2023, after the regulator blocked all incoming and outgoing communications between Korek and other carriers, citing its failure to pay financial obligations.

In June, CMC said it was canceling a financial settlement agreement it had made with Korek Telecom, citing the Kurdish operator’s alleged “breach of its contractual obligations, and the failure to implement its legal and financial commitments.”

Following the CMC’s June decision “to unilaterally cancel the financial settlement agreement concluded with the company, our company resorted to the judiciary in compliance with the law,” Korek said in a statement on Monday.

“The Rusafa Court of First Instance issued a ruling to overturn the Commission's decision, which had included the cancellation of the financial settlement agreement concluded between our company and the Commission on September 23, 2025, and to consider the settlement agreement valid,” it added.

Korek called on the CMC to work with the company as a “unified team,” and avoid “repeatedly creating obstacles.”

In late August, CMC called on Korek Telecom users to add an alternative phone number from other operators to their digital accounts to prevent losing access to them when verification messages stop.

Korek Telecom, one of the Kurdistan Region’s leading operators, has repeatedly slammed the CMC’s measures, deeming them “unlawful”.
