ERBIL, Kurdistan Region of Iraq – The Iraqi Council of Ministers on Tuesday approved the funding of the Kurdistan Region’s civil servant salaries for June, after months of negotiations between Erbil and Baghdad.
In a session on Tuesday, the Iraqi Council of Ministers voted on approving the disbursement of the Kurdistan Region’s June civil servant salaries, according to The New Region’s Baghdad correspondent, after a negotiating delegation visited the Iraqi capital on Monday night to hold talks with relevant authorities.
The Iraqi cabinet decision comes against the backdrop of the Kurdistan Regional Government (KRG) accepting to send 120 billion Iraqi dinars in non-oil revenues to the federal treasury as its share of the Kurdistan Region’s domestic revenue. The figure is now the main point of contention between the two governments, with the KRG advocating for a lower figure for subsequent months; the Iraqi government, meanwhile, requests 100 percent of certain domestic revenue sources that will see the figure soar to nearly 200 billion dinars.
The cabinet had previously approved funding the June salaries in its session last Tuesday, with the caveat that it is “subject to conditions.” After last week’s approval, instead of actually disbursing the salaries, the cabinet has once again approved the disbursement.
The condition that the disbursal of June salaries, however, relates to the Kurdistan Region’s non-oil revenues, according to information acquired by The New Region’s Baghdad correspondent.
The Iraqi government’s finance ministry in May decided to suspend funding the Kurdistan Region’s civil servant salaries, arguing that the Region had already exhausted its share of the annual budget in May.
The two governments have been engaged in numerous meetings since to address their disagreements over oil exports and domestic revenue.
The New Region reported earlier in August that a negotiating delegation from the KRG told authorities in Baghdad that a previously agreed-upon sum of 120 billion dinars in non-oil revenues had been prepared to hand over to Baghdad in exchange for June’s public sector salaries, though demanding that the figure be reduced for the month of July.
The Region’s civil servant salaries for the month of May were disbursed in late July after months of deliberation between the two governments, with June and July salaries yet to be disbursed as of the time of writing this article.
